Abstract:
     Between 1822-1888 Mathew Arnold wrote essoterically regarding Culture and Anarchy. SEMPRA ENERGY, the 9-1-1 routing system - Isla Vista - and Supervisor(s) in Ventura, Santa Barbara in re AOL Rural Telecommunications Challenge Grant [1999] something of an oddity.

Premise I :: In Jefferson's Children, Botstein, Leon (1997) page 18 references Arnold's tract as a classic from 1869.  Botstein refers a "fear of loss" within a "radical transformation of the conditions of life" that brought " industry and the growth of cities". In the article referenced abovementioned Supervisors within the June 2016 Primary elections for Supervisor in Santa Barbara County have focused upon the 9-1-1 routing system as "sometimes screwy".

When this Researcher began to Investigate in 2010 under iReport[CNN] as a pending Waldorf-trained Educator, and as an Attorney admonished to "act as a Lawyer" in re Hon. Rebecca Riley [2013] Dept 40 Ventura Superior Court - interesting question(s) began to arise in re Verification of Stipend, AOL Rural Grant(s) [1999], the Apostille, STEALTH technologies, Medical Arts, Nuclear Medicine; and, "Anarchy".  What this paper exposes will be somewhat "shocking" to many; somewhat "eggregious" to others; and, somewhat "jailable' to culprits of HAMAS, the Weather Underground, employees released [NOT bought out] from the Ojai Unified School District, and culprits of a theft in 2004-2005 that has qualities of Museum Properties owned wholly by this Researcher whom has a 20 year statutue to Investigate.

Premise II :: District Attorney Greg Totten of Ventura County in remarks made in "The Star" Ventura County, owned by USA Today "Former Fiesta chief arrested" explains that in grand larceny cases - civic asset forfeiture does NOT apply to protect Felons within Parole of Sheriffs Offices. "Neither the victim nor the private citizen has the authority to decide whether to file criminal charges," [news release continued] "The victim of a crime does not have the legal authority to immunize the perpetrator from criminal prosecution." (page COVER + 2A).  When the Federal Housing Authority evalutates [AUDITs] the theft of items in value exceeding 50,000USD$ from 414 Drown in 2004-2005 - one of the items being a book of Medieval Suits of Armour; the Gotti case, State Farm Insurance, Digital Angel, Fidelity National Financial Insurance, First American Insurance, the White House, and several dozen Agencies from "9-1-1 routing" to any of the 77 Agencies failing Audits in California, Washington State, Oregon or any connecting via Grey Davis Administration to National Science Foundation regarding one-single recidivism cannot immune from prosecution in re Scarminach.

Premise III :: Any reference to satellite observations, Public Defenders Investigations, CNN or Los Angeles Times Investigations pertaining to Librarian Science Officer(s) "wanting a bigger computer" who cause willful negligence [a TORT crime - when PC245(a)(4) or "sanctuary" cities noted also - a STRAIGHT FELONY]; noticing that any conspiracy to commit fraud is the EASIEST to tie-off within Taxpayers Budgeted Accounting for such Investigations that Museum Theft, tax fraud, wire fraud, insurance fraud, endangering children as to District Attorney Investigations regarding [2002] false imprisonment, stolen by Administration LAX Courts - Faretta rights of 40USD$, or other torts subjected upon a victim - the victim - this Researcher - in re Prosunno cannot override the District Attorney [upon the facet of protection or immunizing]//.
