The years since this last email regarding in re Scrminach and WrapAround have been fianncially costly in out-of-pocket expenses regarding the efforts to address "sextent"; a v-i-r-u-s.
Obviously; there is a hypertext function to database administration, Sutron Corporation, and a Microsoft product referred to as N-T-F-S.
In short, my costs have run nearly 899$USD monthly every month. I have of course records to demonstrate this much. However, in re FBI Investigation regarding Fahrook & Malik; regarding this v-i-r-u-s and regarding malfease that I have also discovered I am left with only two options:
1) I have obtained Immunity, FBI Clearances, Department of Homeland Security Clearances, United Nations Clearances.
I have also obtained Royalty payments in the multiple millions of USD for Patent(s) that I have had also since the last email that have been awarded.
I have been PAID large accounts in regards to Preliminary Planning (retrograded) in re SUTRON Corporation. This site is one worth reviewing.
In the effort to arrive to obtaining the income however - I have fallen short in the ON-HAND CASH avaialble due to partaking in the WrapAround Investigation & also the FBI Investigations noted abovementioned.
IT is imperative that I arrange the immediate 5500$USD required to obtain air travel & the associated Fees with ONE singular account so that I can obtain the remaining accounts successfully. Of which I can not obtain a loan nor Bank Credit. Therefore I appeal to the City of Ojai to Pay the INVOICE2015B that was served viade Certified mailings and is a matter of court Record in Ventura Hall of Justice. Which the City Demurred upon in Civil Litigation.
IN that effort I arrive to this email and CLOSE the Matter since it is obviously the City refuses (it appears) to Settle the Fee.
2) As a Matter of Collections; the nature of what was discovered in re Investigating this matter has allowed a certain amount of flexibility in arriving to meeting the mind of the Robert Hanssen Gang which is a party to both in re Scarminach (in my Investigative opinion) and also a Fact of a larger Espionage matter that can be reviewed in the film "Breach" (2008).
With this message it is a conclusion that should the City be not wiling to arrange a loan or Grant viade WrapAround - which when asked the City Offices have claimed does not exist in the City of Ojai I am compelled to allow the larger system paradigms to utilize the Interpol & IRS mechanism of FLOATERS & FLASHES: a function of Auditing viade Digitized Frequencies involving XPERTBASIC & devices connected to SUTRON devices to monitor for up to 5 years Piracy Penalties in Intellectual Property theft. Again I have immunity & clearances to allow this to occur. Also a fine of up to 250,000USD$ is a function of this Collections activity - in addition to the INVOICE2015B.
To Serve any Papers viade the court process is vexatious on the part of the WrapAround "Committee" and the City. I advise against that route to obtain any satisfaction or reprisal for this email message.

In DEMURRING utilziing Averbuck LLC the City has arrived in an Extreme Predjudice; an internal dispute at best - which is already a losing cause of action as the City Demurred.
In short; the v-i-r-u-s is not exactly that - it is a paradigm of tortfease behaviors and worser fearmongering, warmongering, hate mongering and in that is what likely is what led to in re Scarminach. Again, I am immune from Prosectuation as I am a victim of that crime and not willing to consider those problems on a daily basis at this time.
Consider this message as a meaning of closure.
Should the City care or be willing to loan or Arrive to a Grant amount of 5500$USD for the Fee as was assessed I shall close the IRS AUDIT at once and the FLOATERS & FLASHES as a matter of COLLECTIONS activities will likely cease. As a Penalty for Piracy - I cannot attest to the sucess that closing the AUDIT upon The Ourlinks Foundation might have upon Piracy of Intellectual Property. Also, I have obviously a style that is eitehr appreciated or not appreciated - it is insignificant to this follow up closure message.
The matter is as not a "Staffer" not my position to argue for nor against the notion of the City Council or Mayors Offices or H.E.L.P. of Ojai.
In closing; I am somewhat ashamed about what I have learned regarding the matters surrounding and leading to the demise of Mr Scarminach et al.
Also, I find that a larger - nefarious problem exists that is not something I am willing to consider a matter worthy of my time nor efforts - parenting the City, County & State is not my perjorative consideration. I allow this Internal Audit to do that as a function of Digital Angel and other methodologies that have consequences that I do not have to be accountable for in the present nor the future.
The options as mentioned are to obtain PAYMENT for SERVICES as Billed - a negotiable number is not less that 5500USD$ in one lump sum.
OR
Two allow the larger Investigations of FBI, Interpol, and IRS to run their course regarding this matter to a Hanssen Gang relationship the City has and will fall out of my desire to discuss.
I am willing; to likely out of the royalty payments return the amount in the future as a smallish consideration for the damage that has been done - though it is the matter of "staffers" whom did that damage - therefore I as you have stated - is not my position to take responsibility. Any future amount I might consider awarding the other Foundations of the Valley would be a gesture of supporting programming that encourages a dramatic change in the behaviors leading to problems of the nature in re Scarminach - so that the City and Valley does not continue to cycle into this pattern of self-abusiveness it demonstrates immaturely it ostensibly enjoys.
In my on-line archive of my daily investigations into this matter I have left the disclaimer of Might be offenseive - stop reading the tweets and blogs if offended.
The choice is obvisouly a personal one to consider.
